I think the method of payment probably doesn't really affect anyone, as it probably goes to the clerk in the basement of the courthouse, who is not really connected with anyone, and you'd probably have to be really obnoxious for anyone connected with the case to ever hear about anything, so I'd say Stephan has it right.

My first reaction is to find Mike's suggestion funny, but upon a bit more thought I think it would be counterproductive. It's an unfocused protest and to those not following the case and siding with Judy would likely look like mere immaturity. Unfortunately, I can't think of a better alternative than the resoundingly unspectacular choice of paying in full with a $100 bill. (I doubt she could get away with saying she'd gladly pay once there was a procedure in place to obtain a license for midwifery.)

Though did you see the typos in both Pittsburgh papers? "Mrs. Daley wasn't found guilty"... That's good. And "Issac" (though it is spelled correctly in the next sentence. Newspapers (and other media) should probably have spell checkers that check names, and if they don't agree in the same article, flag it as a typo.

So far, the newspapers have at least done better than KDKA, whose report includes this line: Since then, Daley has given birth to a second child, also delivered with the assistance of a midwife.
